The Residential Street Program was initiated in 1988 to upgrade more than 40
miles of ditched streets to modern standards found throughout the rest
of the city, including storm sewer systems, streetlights, sidewalks and similar
pavement.
The RSP has become the centerpiece for the city’s revitalization in mature neighborhoods. The city's investment in high-quality public infrastructure has been matched by investment of property owners to upgrade their properties. The street improvements result in more attractive neighborhoods, however, the greatest benefit is private investment in new building additions, siding, driveways, maintenance and landscaping enhancements.
This program is a shining example of the value of making prudent investments today which will continue to pay major dividends for decades in the future – both to the nearby residents, but even more to taxpayers who benefit from greater community involvement, more friendly neighborhoods, a higher quality of life, lower maintenance costs, and reduced crime and property violations.
