Cost and Funding of the RSP

Improved Residential StreetCost:

The 1988 annual project cost was about $300,000. By 1998, the city had spent about $13 million, averaging about $1.3 million per year. From 1999 to 2009, the city spent and will continue to spend about $5 million per year.

Funding:

Before passage of the 1/8 cent sales tax in November 1998, the majority of funding came from the sale of general obligation bonds or pay-as-you-go funds (split about 15:1 currently). This is still a major funding source and will total about $30 million through 2009.

Since the city started collecting the 1/8 cent sales tax in 1999, half of all the money collected has funded this program (the other half funded thoroughfare improvements) and will total about $22 million. Overland Park also receives between $300,000 and $500,000 a year from Federal CDBG HUD funding, totaling about $10 million.

Between 2004 and 2006, the city received about $3 million in county economic development sales tax, which supported the program in the Shawnee Mission School District.

The total value of the program will be about $65 million when it is completed in 2009.
