Don Pipes was appointed City
Manager of the City of Overland Park in 1963. From the very beginning
he presided over the birth and development of what was to become the major
municipality in Johnson County and the second largest city in the state of
Kansas.
In addition to managing this phenomenal growth, Don Pipes developed a city government that was to become a model of efficiency and service for the community.
His emphasis on public safety and his devotion to the welfare of the community led to the development of the Overland Park Police Department as we know it today. He was always quick to address the needs of the Police Department and its personnel.
He leaves a legacy of professionalism, service, and commitment to the community, which has become the foundation and cornerstone of the Overland Park Police Department.
