Timothy "Tim" C. Owens
Councilmember, 1981-2005

OwensCouncilmember Tim Owens began his service to his community and country asa soldier fighting in the Republic of Vietnam. After becoming a lawyer and then a city prosecutor, he established a private practice. In 1981, he became a councilmember.

During his tenure, he served six terms as Council President and chaired various committees. He often stated that his first and foremost love in the city was serving as chair of the Public Safety Committee. He served in this capacity for six terms. In all, he served in one capacity or another on the Public Safety Committee for 20 of his 24 years on the council.

Throughout his tenure as a councilmember, he demonstrated unwavering support for the public safety of this community. He often considered his support of the Police and Fire departments a tribute to W. Jack Sanders, who he used as a personal role model. Tim Owens often commented he wanted to be the next W. Jack Sanders, as evidenced by his commitment and dedication in the area of public safety.

Through the years, Councilmember Owens always could be counted on for his leadership and support. Because of his dogged, unwavering commitment to public safety, Tim Owens leaves a “Legacy of Excellence.”
