2007-2011 Capital Improvements Program and Five-Year Financial Plan

The city's Capital Improvement Program (CIP) is a five-year plan to forecast future public improvements and facilities in the city and to provide data concerning need costs, timing, funding sources budget impacts and alternatives.

The 2007-2011 Capital Improvements Program represents the first step in development of the 2007 operating budget and five-year financial plan, as both the capital improvements plan and budget are developed in the context of the city's five-year expenditure and revenue forecast.

The 2007-2011 CIP was first presented to the Governing Body at a Committee-of-the-Whole meeting in December, 2005. It was first approved by the Governing Body on Feb. 20, 2006 for 2007 budget planning purposes.

The 2007-2011 CIP totals $228 million. Improvements to street and traffic infrastructure in the city comprise 84.7 percent of the total plan expenditures. Other infrastructure represents 2.4 percent of total expenditures. The remaining 12.9 percent of the recommended improvements are represented by expenditures on public facilities and equipment.

The 2007-2011 CIP includes $60.8 million of funding for projects to be constructed and/or financed in 2007. Some of the projects included will have begun prior to 2007, but will be completed and therefore financed in 2007.

City funding sources, including debt and pay-as-you-go resources from the city's Capital Improvements Fund, will pay for 46 percent of plan funding. The remaining 54 percent will be provided by non-city sources including federal, state, county, other city and developer funding.
