The City’s Capital Improvement Program (CIP) is a five-year plan to forecast future public improvements and facilities in the City and to provide data concerning need costs, timing, funding sources budget impacts and alternatives.
Preparation of the 2006-2010 Capital Improvements Program (CIP) represents the first step in development of the 2006 operating budget and Five-Year Financial Plan, as both the capital improvements plan and budget are developed in the context of the City’s five-year expenditure and revenue forecast.
The proposed 2006-2010 CIP was first presented to the Governing Body at a Committee-of-the-Whole Meeting on November 15, 2004. During the months of November and December, Goal Area Committees reviewed projects within each committee’s jurisdiction.
The 2006-2010 CIP totals $176,750,500. Improvements to street infrastructure in the City comprise 74.1% of the total plan expenditures. Other infrastructure represents 10.2% of total expenditures. The remaining 15.7% of the recommended improvements are represented by expenditures on public buildings and equipment.
The proposed 2006-2010 CIP includes $51.5 million of funding for projects to be constructed and/or financed in 2006. Some of the projects included will have begun prior to 2006, but will be completed and therefore financed in 2006.
City funding sources, including debt and pay-as-you-go resources from the City's Capital Improvements Fund, will pay for 65% of plan funding. The remaining 35% will be provided by non-City sources including federal, state, county, other city and developer funding.
The Committee of the Whole considered Goal Area Committee recommendations on January 3. Public hearings on the Committee of the Whole's final recommended 2006-2010 CIP were held on January 10.
Adoption of the 2006-2010 CIP for budget planning purposes occurred on Feb. 7, 2005.
