The City's Capital Improvement Program (CIP) is a five-year plan to forecast future public improvements and facilities in the City and to provide data concerning need costs, timing, funding sources budget impacts and alternatives.
Preparation of the 2005-2009 Capital Improvements Program represents the first step in development of the 2005 operating budget and Five-Year Financial Plan, as both the capital improvements plan and budget are developed in the context of the City’s five-year expenditure and revenue forecast.
The proposed 2005-2009 CIP was first presented to the Governing Body at a Committee-of-the-Whole Meeting on December 1, 2003. During the month of December, Goal Area Committees reviewed projects within each committee's jurisdiction.
The 2005-2009 CIP totals $211.6 million, which is a decrease of $7.4 million from the adopted 2004-2008 CIP. Improvements to street infrastructure in the City comprise 79.6% of the total plan expenditures. Other infrastructure represents 11.7% of total expenditures. The remaining 8.7% of the recommended improvements are represented by expenditures on public buildings and equipment.
The 2005-2009 CIP includes $99.6 million of funding for projects to be constructed and/or financed in 2005. Some of the projects included will have begun prior to 2005, but will be completed and therefore financed in 2005.
City funding sources, including debt and pay-as-you-go resources from the City's Capital Improvements Fund, will pay for 43.5% of plan funding. The remaining 56.5% will be provided by non-City sources including federal, state, county, other city and developer funding.
The Committee of the Whole considered Goal Area Committee recommendations on January 12.
A public hearing on the Committee of the Whole's final recommended 2005-2009 CIP was held on Feb. 9. The CIP was adopted for budget planning purposes on Feb. 16.
