On August 16, 2004, the Overland Park City Council adopted the 2005 Budget and 2005-2009 Capital Improvements Program.

Budget Highlights:
- The total 2005 Budget is $219,501,550.
The operating portion of the proposed budget equals $89,850,301,
which is an increase of 3.5% over comparable figures in the
2004 Budget.
- The budget provides for increased resources for public
safety (police and fire) services. This increase includes the addition
of 14 police officer positions, three Fire Department battalion chiefs
and the conversion of emergency communication operators from part-time
to full-time.
- The budget also increases resources for Traffic Management
and Infrastructure Maintenance. Increased funding has been allocated to
the City’s Street and Traffic Infrastructure Maintenance Program.
Funding has also been included for the addition of several traffic signals
to reduce traffic congestion and improve traffic movement.
- The 2005
budget includes the elimination or conversion to part-time of 12 positions
which were included in the 2004 Budget. This reduction continues the
City’s
streamlining, reorganization and reallocation efforts.
- The mill levy has
been reduced from 9.057 to 9.037 mills.

(for 2005 budget) - Overland Park currently has the lowest property tax rate of any city in Johnson County and of any first class city in Kansas. The City’s mill rate makes up less than 10 percent of a property owner’s total tax bill.
