On August 18, 2003, the Overland Park City Council adopted the 2004 Budget and 2004-2008 Capital Improvements Program.
Budget Highlights:
- The total 2004 Budget is $191,037,173, which is a 2.5% increase
over the 2003 Budget.
The operating portion of the proposed budget is $86,804,826,
which is an increase of $119,584 (.001%) over comparable figures in the
2003 Budget.
- The budget eliminates two full–time positions,
converts three positions from full-time to part-time and adds 14 police
officers
to enhance public safety.
- A mill levy increase of 1.210 mills will fund the additional police officers,
offset the elimination of certain state funding and decrease the General
Fund's subsidy of Fire Services. Based on this increase in the mill
levy rate, the property tax for a $200,000 home would increase about $28,
$2.32 a month, from $180 to support the 2003 Budget, to about $208 for 2004.
- Overland Park currently has the lowest property tax rate of any city in Johnson County and of any first class city in Kansas. The City’s mill rate makes up less than 10 percent of a property owner’s total tax bill.
