The attorney assigned to the Public Works goal area serves as legal advisor to the following areas of the City:
He/she does legal research for them, answers and gives opinions on their legal questions; attends their meetings; drafts or reviews contracts, including engineer, architect, prime contractor, general construction, construction manager, and design-build contracts, deeds, leases, easements, ordinances, resolutions, administrative policies and state legislation proposed by them. If necessary, this attorney represents the City before the Senate, House and Interim Committees of the Kansas Legislature.
He/she reviews insurance requirements under design professional and construction contracts. He/she handles details through closing of city land purchases and land trades and negotiates relocation agreements. He/she initiates and completes condemnation proceedings to acquire easements necessary for street and storm drainage improvements. He/she provides legal counsel for the creation and implementation of improvement districts.
He/she prepares, in coordination with bond counsel and the Finance Director, all necessary documents for the sale of temporary notes and bonds of the City.
