This attorney, assigned to the Public Safety goal area, serves as Police Legal Advisor and as legal advisor to the following areas of the City:
- Public Safety Committee of the Council
- Civil Service Commission; the Police Department,
- Human Resources Department with respect to police department related matters.
As Police Legal Advisor he/she:
- Provides police legal advice to police officers and command staff.
- Provides legal training to police officers.
- Does legal research, answers and gives opinions on their legal questions.
- Drafts or reviews contracts, ordinances, resolutions, administrative policies, standard operating procedures, and state legislation proposed by them.
- If necessary, he represents the City before the Senate, House and Interim Committees of the Kansas Legislature.
- Acts as the Police Departments legal contact with the Johnson County District Attorney's Office and the Johnson County Crime Lab.
- Develops the legal portion of all promotional exams administered by the Police Department.
- Attends Public Safety Committee meetings, Police Department staff meetings, civil-service bi-annual meetings, and other meetings.
- Defends workers compensation claims brought against the City by police officers, and in conjunction with outside counsel defends general liability and federal civil rights claims and lawsuits brought against the City and its public safety employees by members of the public.
- Reviews and develops compliance standards for the Police Department and the City in the various employment law related areas.
- Provides legal advice to all City departments concerning regulation of sale of intoxicating liquor in the City.
As advisor on the fire function of the City, he drafts contracts with independent contractor fire departments for furnishing fire protection to the City, and provides legal advice to those fire departments on non-contract related operational issues.
As general supervisor of the Municipal Court Prosecution function, he hires, directly supervises and evaluates the performance of the Administrative Prosecutor and, in conjunction with the attorney assigned to the Community Development Committee goal area, trains code enforcement officers and prosecutors in municipal court prosecution of code cases.
