The Senior Assistant City Attorney assigned to the Finance, Administration and Economic Development goal area serves as legal advisor to the following committees, boards and departments of the City:
- Finance, Administration and Economic Development (FAED) Committee
- Municipal Employee Pension Plan (MEPP) Board
- Police Department Retirement Plan Board
- Finance, Budget and Administration Department
- Information Technology Department
- Human Resources Department with respect to non-Police Department related matters.
As such, he does legal research for them; answers and gives opinions on their legal questions; attends their meetings; drafts or reviews contracts, ordinances, resolutions, administrative policies and state legislation proposed by them. If necessary, he represents the City before the Senate, House and Interim Committees of the Kansas Legislature.
He also prepares and presents training classes to City employees on employment law topics. He gives legal advice to the Risk Manager. He defends claims brought against the City ranging from non-police workers' compensation claims to general liability claims. He analyzes, prepares and monitors the Law Department capital and operating budgets. He advises the elected city officials and candidates on statutory requirements relating to campaign finance and governmental ethics.
He drafts the telecommunications, gas, cable and electric franchise ordinances and provides advice and answers legal questions on them. He collects from third parties for damages to City property and for insufficient funds checks both personally and in conjunction with the City's contract collectors. In conjunction with bond counsel and the Finance Director, he reviews all documents relating to the issuance of economic development revenue bonds.
