The City Attorney:
- Is the legal advisor to the Mayor, the Council, and the City Manager.
- Directs and is responsible for all of the activities of the Law Department.
- Plans the goals and objectives of the department and prepares the annual departmental budget needed to accomplish those goals.
- directly supervises the work of the attorneys and support staff in the civil division of the department and indirectly oversees and supervises the work of the attorneys and their support staff in the criminal division of the department (prosecutors).
The attorney in the civil division assigned to the Public Safety functions of the City directly oversees the prosecution function and directly supervises the work of the Administrative Prosecutor.
The Administrative Prosecutor directly supervises the work of the Prosecutors, the Victim Assistance Coordinator and their support staff.
The City Attorney has divided the work of the department into four broad categories that correspond with goal areas into which the functions of the City have been divided:
- Finance and Administration
- Public Works
- Community Development
- Public Safety; Municipal court prosecution is a sub-category of this goal area. One attorney is assigned to each of the four goal areas, and four attorneys are assigned to the municipal court prosecution sub-category. The attorney assigned to each goal area handles the work that is generated from that goal area. At the same time as the City Attorney oversees the work of the attorneys assigned to do the work generated from each of the four goal areas, he also performs certain selected tasks emanating from each of the goal areas. Most, but not all, litigation involving the City is handled by outside attorneys working in conjunction with the goal area attorney.
