City Council Action Summary - April 10, 2006
  1. Presented a proclamation proclaiming the month of April 2006 as Fair Housing Month in Overland Park.

  2. Approved Resolution No. 3513 requesting detachment of annexed land from the Johnson County Fire District No. 2.

  3. Approved the following Consent Agenda Items:

  4. FINANCE, ADMINISTRATION AND ECONOMIC DEVELOPMENT – Staff Items:

    1. Council minutes – February 20, 2006;

    2. Confirmation of Investments in U.S. Agency Securities in the amount of $6,994,649.46;

    3. Capital Projects Expenditure Ordinance No. 4A – Outlining the expenditure from the Capital Projects funds for March 30 through April 5, 2006;

    4. Applications for renewal of Drinking Establishment Licenses: Holtze F and B Corporation, d/b/a Holtze Executive Village, 11400 College Boulevard, Jason Cash, new manager and Nick and Jake’s, Inc., d/b/a Nick and Jake’s, 6830 W. 135th Street, Kevin M. Timmons, manager;

      COMMUNITY DEVELOPMENT – Committee Items:

    1. Proposed Fountain – For the design, site location, and funding for a fountain in Founders Park at Corporate Woods, in the amount of $100,000 from the Contingency Fund;

    2. Revised Master Plan – Arboretum and Botanical Gardens and Kemper Farm;

    3. Waive Consultant Selection Process and Authorization to negotiate contract with Gould Evans Associates for design work at the Arboretum and Botanical Gardens;

    4. Countywide Survey on restricting smoking in public places – Johnson County for reimbursement of funds to pay a portion of the cost of a county-wide smoking survey, in the amount of $2,500 from the Contingency Fund;

    5. Ordinance No. FDE-2607 – Regarding protection measures for storage and use of carry-out food containers for food service establishments;

    6. Resolution No. 3517 – Sewer District Enlargement located at 10701 West 146th Street; and

    7. Application for Multi-Family Revenue Bonds – Request support of KC Venture Group, L.L.C., application to the Kansas Development Finance Authority for an estimated $9,000,000 in Multi-Family Housing Revenue Bonds to finance the acquisition and rehabilitation of Tree House Apartments located at 8951 Reeder Road.

  5. Approved a bid tabulation from Paving Maintenance Supply, Inc. (PMSI) for Wide Crack Material for a unit cost of $0.504 per pound and an estimated total cost of $100,800.

  6. Approved an agreement with the City of Merriam for the public improvement of Lowell from Johnson Drive to 55th Terrace and 55th Terrace from Lowell to Goodman for street and storm drainage improvements with Overland Park’s cost estimated to be $56,000.

  7. Approved Addendum No. 2 to Agreement with Hoefer Wysocki Architects, L.L.C. (HWA) for final design on the Overland Park Remodel Projects – Phase II (Antioch Justice Center, Sanders Justice Center and Tomahawk Community Center) for an additional fee of $562,220.

  8. Approved a bid tabulation from Network Resource Solutions, Inc., in the amount of $13,900 for Nortel Passport 8-Port 1000baseT Modules.

  9. Held an Executive Session for the purpose of discussing matters subject to attorney-client privilege relating to condemnation appeals arising from the I-435 and Antioch Interchange Project and held a discussion relating to the acquisition of real property.
