City Council Action Summary - Dec. 19, 2005
  1. Appointed Mary Grover to the Convention and Tourism Committee.

  2. Reappointed Bill Frey; Alton Hagen, Sally Winship, Bruce Boettcher, Kathy Dickerson, Steve Nechvatal, Cheryl Troxel, Shane Somers, and Greg Musil to the Convention and Tourism Committee.

  3. Reappointed George Lund, Mike Morehead, Monty Spradling, and Kevin Cowan to the Downtown Business Improvement District (BID) Advisory Board.

  4. Approved the following Consent Agenda items:

    PUBLIC SAFETY:

    1. Agreement – Consolidated Fire District No. 2 for fire protection services in the amount of $443,000;
    2. Request approval to accept grant from Kansas Department of Transportation to purchase a portable light source for use during DUI enforcement in the amount of $7,340 with no matching funds required;
    3. Request approval to waive the bid process for sole source purchase with Tusa Consulting Services to negotiate a contract for consulting services related to radio frequency rebanding;
    4. Request approval to rename the Antioch Police Station – Myron E. Scafe Police Station.

  7. Accepted low bid from Vance Brothers., Inc., in the amount of $539,552.41 for the 2006 Thoroughfare Microsurfacing Program.

  8. Accepted low bid from Wildcat Concrete Services, Inc., in the amount of $337,169 for the traffic signal installations at 127th Street and Nieman and at 139th Street and Metcalf.

  9. Removed Resolution No. 3499 from the agenda with the intent to address this item at a later date.

  10. Approved Resolution No. 3500, describing the corporate limits and boundaries of the City, amending and rescinding Resolution No. 3497.

  11. Approved the following Planning Commission Consent Agenda items as stipulated:
    1. Special Event Permit No. 2005-548, 11604 West 95thStreet, to allow three metal signs from December 10, 2005, through March 20, 2006;
    2. Acceptance of Right-of-Way, Final Plat No. 2005-106, Mills Farm Second Plat, vicinity of the southeast corner of 159th Street and Quivira;
    3. Acceptance of Right-of-Way, Final Plat No. 2005-109, Coffee Creek Farms, vicinity of 167th Street and Switzer;
    4. Acceptance of Right-of-Way, Final Plat No. 2005-110, Colton Lakes Estates, vicinity of 154th Street and Switzer;
    5. Acceptance of Right-of-Way, Final Plat No.2005-111, Marriott TownePlace Suites, vicinity of the northeast corner of 133rd Street and Metcalf;

    10. Ordinance No. Z-3176 (Rezoning No. 2005-18), vicinity of the northwest corner of 88th Street and Farley, to rezone to RP-3, Planned Garden Apartment District, to allow a multifamily residential development.

  12. Remanded Special Use Permit No. 2005-37, 9516Farley Circle, back to the Planning Commission.

  13. Remanded Rezoning No. 2005-21, vicinity of the northeast corner of 71stStreet and Metcalf, back to the Planning Commission.

  14. Approved Ordinance No. Z-3179 (Special Use Permit No. 2005-39), vicinity of the northwest corner of 139th Street and Metcalf, for an indefinite period of time to allow a senior living retirement campus with stipulations a, b, d, e, g, h, j and l through t, revised stipulations c, f, i and k, and with added stipulation u.

  15. Rescinded the motion that approved Ordinance No. ZRR-2590 on December 5, 2005.

  16. Approved Ordinance No. ZRR-2590 in the form of the draft dated December15, 2005.

  17. Withdrew the executive session from the agenda.
