City Council Action Summary - Nov. 14, 2005
  1. Held public hearing regarding the 2007-2011 Capital Improvements Program.

  2. Reappointed Richard Wellenstein to the Citizens Advisory Council on Parks and Recreation.

  3. Heard report from the Committee-of-the-Whole meeting held on November 14, 2006, and approved the 2006 State Legislative Program as presented by staff.

  4. Approved the following Consent Agenda items:

    PUBLIC SAFETY: COMMITTEE ITEMS:

    1. Replacement of Fire Safety House Trailer with purchase from the Surrey Fire Safety House Company in the amount of $58,805;
    2. Request to waive bid process for the purchase of Doppler Radar Speed Measuring Devices using the Kansas State contract in the amount of $13,490;
    3. Request to authorize the Chief of Police to donate police equipment to assist law enforcement agencies affected by Hurricane Katrina.

    FINANCE, ADMINISTRATION AND ECONOMIC DEVELOPMENT: STAFF ITEMS:

    1. Council minutes – July 18, 2005;
    2. Confirmed investment in the amount of $4,024,500 in U.S. Agency Securities;
    3. Expenditure Ordinance No. 11A – Outlining the expenditures from the General Operating Fund for October 20 through November 2, 2005;
    4. Capital Projects Expenditure Ordinance No. 11B – Outlining the expenditures from the Capital Projects Funds for November 3 through November 9, 2005;
    5. Applications for renewal of Cereal Malt Beverage License:
      1. Kayo Oil Company d/b/a Trailwinds Kicks 66, 8150 W. 151st Street;
      2. Kayo Oil Company d/b/a Metcalf Kicks 66, 7475 W. 95th Street;
      3. Kayo Oil Company d/b/a St. Andrews Kicks 66, 11950 W. 135th Street;
      4. Khetani, Inc., d/b/a Minute Mart, 6740 W. 75th Street;
    6. Application for renewal of Drinking Establishment License and Caterers License contingent on receiving State License:
      1. Camelot Ballroom, 6635 W. 151st Street.
  5. Approved Ordinance No. CSC-2594 – Amending the Overland Park Municipal Code to include the rank of Police Lieutenant in the general provisions regarding appointments and the provisions governing the Civil Service Commission, with one added amendment as read into the record.

  6. Accepted bid from Lion Apparel, in the amount of $1,243 per set, for the 2005-2006 bunker gear as recommended by staff.

  7. Accepted low bid from Drake Brothers, Inc., in the amount of $70,200, for the 2006 Crack Seal Program for Residential Streets.

  8. Approved the City’s Self-Funded Health Plan for 2006 with the United Health Care Insurance Company for the renewal of the City’s health insurance plan to provide health coverage for the 2006 calendar year; approved the second renewal amendment to the agreement with the United Health Care Insurance Company for administrative services for the 2006 calendar year; and approved the Stop Loss Amendment Rider with the United Health Care Insurance Company for the Stop Loss Policy for the 2006 calendar year.

  9. Approved the City’s Dental Insurance Program for 2006 with Delta Dental of Kansas and authorized the execution of the renewal documents upon receipt by the City.

  10. Approved the City’s Life Insurance Plans/Policies for 2006 and 2007 for non-commissioned personnel with the Standard Insurance Company with a two-year rate guarantee and authorized the execution of the policy contract documents upon receipt by the City.

  11. Approved the City’s Life Insurance Plans/Policies for 2006 and 2007 for commissioned personnel with the Standard Insurance Company with a two-year rate guarantee and authorized the execution of the policy contract documents upon receipt by the City.

  12. Approved the agreement with The Greater Kansas City Housing Information Center to provide funding for housing counseling services in the amount of $10,000.
