  1. Recognized the following Boy Scout Troops:
    • Troop No. 295 sponsored by the Queen of the Holy Rosary Church;

  6. Approved Amendment No. 1 to Agreement – Crystal Springs, L.L.C., for Crystal Springs Center, a Transportation Development District, 133rd Street, from Pflumm to 3/4 mile east of Pflumm.

  7. Approved Ordinance No. BID-2586 – Providing for the assessment of the Business Improvement Services Fees for 2006 on Commercial Businesses located in the Downtown Business Improvement District.

  8. Approved Report to the Governing Body No. 05-02, regarding Unsafe and Dangerous Structure at 8144 Hadley.

  9. Approved FY 2006 Letter of Understanding for Emergency Assistance – Johnson County North Central Multi-Service Center for income-eligible Overland Park citizens for a $9,000 grant.

  10. Approved FY 2006 Letter of Understanding for Utility Assistance – Johnson County Department of Human Services and Aging for income-eligible Overland Park citizens for a $15,000 grant.

  11. Approved FY 2006 Letter of Understanding for Human Services Fund – United Community Services of Johnson County, Inc., for a $46,200 grant.

  12. Reminded Committee members of change in meeting date and time for the October Public Safety Committee meeting, which will be held at 6 p.m. on Monday, October 24, 2005, at the W. Jack Sanders Justice Center Training Room, third floor.

  13. Approved low bid of $12,512 from Decatur Electronics, Inc., Decatur, Illinois, for 23 units of Decatur Genesis Directional Doppler radar guns.

  14. Approved Ordinance No. EX-2587 – An ordinance imposing an excise tax on the act of platting real property in the City, increasing the excise tax rate from $0.19 to $0.215 per square foot, and that thoroughfare project construction costs continue to be analyzed each year.

  15. Approved Ordinance No. REB-2588 – An ordinance regarding the program for rebate of excise taxes paid pursuant to Ordinance No. EX-2587.

  16. Approved low bid of $0.0212 per gallon of fuel from Carter Energy Corporation for Overland Park City vehicles.

  17. Accepted bid for 2006 model year vehicles(MARC) as listed on the bid tabulation and recommended by staff.

  18. Accepted low bid of $55,731.45 from Miller Paving & Construction for the 2005 New Sidewalk Construction.

  19. Accepted low bid of $177,900 from Custom Lighting Services, L.L.C., for the 2003-2004 Residential Street Lighting projects in Pinehurst Estates/Brookridge West.

  20. Accepted the low bid of $163,419.50 from J. Warren Company, Inc., for the traffic signal installation at 151st Street and Lowell.

  21. Approved Proposal from HNTB Corporation for additional services in the amount of $9,926 for the project at Nall Avenue, 135th Street to 143rd Street.

  22. Approved Contract between the City of Overland Park and the Kansas Department of Transportation (KDOT) for Federal-Aid Road Construction Project, Non-Federal-Aid Construction Engineering Inspection by City (City Administered Project) for 151st Street, from Switzer to Antioch (KDOT Project No. 46 N-0282-01).

  23. Approved the following recommendations from the Planning Commission Consent Agenda, including all stipulations:
    1. Special Event Permit No. 2005-454 – 7131 W. 135th Street, to hold a tire sale in front of the Extreme Ford Dealership from October 21 through October 29, 2005;
    2. Special Event Permit No. 2005-482 – 14931 Metcalf, to allow an 18-foot by 22-inch banner on the building for Creative Displays from October 23 to December 4, 2005;
    3. Special Event Permit No. 2005-486 – 13500 Antioch, to allow an off-site banner for the Ladies of Charity event to be held at the Ritz Charles from October 18, 2005, to November 5, 2005;
