City Council Action Summary - Aug. 15, 2005
  1. Held a public hearing for comment and continued the Consideration of the Expansion of Redevelopment District that was continued from August 1, 2005, to the September 12, 2005, City Council meeting.

  2. Recognized the Unimproved Residential Street Task Force Members and presented awards.

  3. Adopted the 2005 Budget Amendment for the Bond and Interest Fund.

  4. Adopted the 2006 Operating Budget and 2006-2010 Capital Improvement Program.

  5. Approved the following Consent Agenda Items:

FINANCE, ADMINISTRATION AND ECONOMIC DEVELOPMENT – Staff Items:

  1. Capital Projects Expenditure Ordinance No. 8B, outlining the expenditures from the Capital Projects funds for August 4 through August 10, 2005;
  2. Application for new Drinking Establishment License and an application for a new drinking establishment license contingent on receiving state license;
  3. Thirteen applications for renewal of Drinking Establishment licenses contingent on receiving state licenses;
  4. Applications for renewal of a Class A Private Club License and a Class B Private Club license both contingent on receiving state license;
  5. Application for new Cereal Malt Beverage License;
  6. Four applications for renewal of Cereal Malt Beverage Licenses; and
  7. Application for Temporary Permit to sell alcoholic liquor contingent on receiving state license;

PUBLIC SAFETY – Committee Items:

  1. Agreement with Lenexa Police Department for the use of the City’s Intergraph Records Management System for a fee paid to Overland Park in the amount of $1,080 annually;
  2. Request to waive bid process and authorization to sole source purchase – XIOtech for Police Storage Area Network (SAN) in an amount not to exceed $500,000;
  3. Ordinance No. CSC-2576 – Relating to the commissioning of fire investigators to those persons who are certified by the State Fire Marshall’s Office;

Staff Items:

  1. Application for new Massage Therapy License; and
  2. Application for renewal of Massage Therapy License.
  1. Approved a bid tabulation from Ed Roehr Safety Products Company for the purchase of American Body Armor Xtreme concealable soft body armor for the Overland Park Police Department in the amount of $547 per unit with a total cost for 2005 of $25,709 for 42 units. Of this amount, $7,438 is from a matching grant. For 2006, 50 units will be purchased at a total cost of $27,350, including a matching grant fund of $9,000.

  2. Approved the following Planning Commission Consent Agenda Items as stipulated:
    1. Special Event Permit No. 2005-364 located at 8204 Country Club Drive to allow a banner from August 9, 2005, to January 9, 2006;
    2. Special Event Permit No. 2005-370 located in the vicinity of the southeast corner of 135th Street and Antioch to allow three detached banners for multiple restaurants in The Village of Overland Pointe from August 21, 2005, to September 17, 2005;
    3. Acceptance of Right-of-Way – Final Plat No. 2005-60 – Wilshire Farms Second Plat, vicinity of the northwest corner of 159th Street and Antioch;
    4. Ordinance No. Z-3156 (Special Use Permit No. 2005-18) located at 6545 West 151st Street to allow an activity and aquatic center for an indefinite period of time;
    5. Ordinance No. Z-3157 (Special Use Permit No. 2005-19) located at 8788 Metcalf to allow the renewal of a drinking establishment for a five-year period of time;
    6. Ordinance No. Z-3158 (Special Use Permit No. 2005-24) located at 6398 College Boulevard to allow a temporary commercial use in an industrial district for a two-year period of time;
    7. Ordinance No. Z-3160 (Special Use Permit No. 2005-27) located at 15000 Newton to allow the renewal of a communication tower for an indefinite period of time; and
    8. Ordinance No. Z-3155 (Rezoning No. 2005-15) located in the vicinity of the southwest corner of 167th Street and Switzer, to allow a single-family subdivision.

  3. Approved Ordinance No. Z-3143 (Rezoning No. 2005-6) located in the vicinity of the northwest corner of 119th Street and Switzer to allow a residential condominium development.

  4. Approved Ordinance No. Z-3159 (Special Use Permit No. 2005-26) located in the vicinity of the southeast corner of 135th Street and Metcalf to allow a pre-sale trailer for an eight-month period of time.

  5. Continued Right-of-Way Vacation No. 2005-5 (Ordinance No. VAC-2548) located in the vicinity of 12008 West 153rd Street to the September 19, 2005, City Council meeting.

  6. Recessed into Executive Session for the purpose of discussing matters subject to the attorney/client privilege.
