- Approved Ordinance No. A-2527, annexation of approximately 480 acres
of land bounded by 175th Street on the north, Pflumm on the east, 183rd
Street on the south and Lackman on the west.
- Approved Resolution No. 3438,
setting a public hearing for May 2, 2005, on Petition for Exclusion (de-annexation)
of approximately 73 acres of land bounded by 175th Street on the north
and Pflumm on the east.
- Referred Resolution No. 3439, offering a proposal
to the city of Olathe regarding annexation boundaries, to the Community
Development Committee for review with a recommendation back to the City
Council.
- Approved that the Governing Body continue in effect its Right of
Prior Jurisdiction that was first established by Paragraph 3 of Resolution
No. 3432 until May 2, 2005.
- Approved reappointments to the Fair Housing
Committee for Lynn Ferguson, Ann Hebberger, Paul J. O’Connell III,
and Ananias Washington.
- Approved recommendation from the Committee-of-the-Whole
meeting held this evening regarding the 2005 National Legislative Program.
- Approved the following Consent Agenda items:
FINANCE, ADMINISTRATION AND ECONOMIC DEVELOPMENT – Staff Items:
- Council minutes of January 3, 2005;
- Confirmed investments in U. S. Treasury Bills totaling $5,918,700.83;
- Expenditure Ordinance No. 2A, outlining the expenditures from the General Operating Fund for January 27 through February 9, 2005;
- Capital Projects Expenditure Ordinance No. 2C, outlining the expenditures from the Capital Projects Funds for February 10 through February 16, 2005;
- Four applications for renewal of drinking establishment licenses contingent on receiving state license as listed on the agenda;
- One application for renewal of drinking establishment license and caterers license as listed on the agenda.
PUBLIC SAFETY – Staff Items:
- One application for renewal of massage therapy license as listed on the agenda;
- Two applications for renewal of massage therapy and in-office massage therapy licenses as listed on the agenda.
- Approved plan of the Overland Park Convention and Visitors
Bureau to establish a Sports and Entertainment Alliance (OPSEA), for
the purpose of attracting, promoting and/or organizing certain professional
events, amateur events and grass roots youth programs for the purpose
of increasing room night business.
- Approved request to waive the selection
process for actuarial services pursuant to the Overland Park, Kansas, Police
Department Retirement Plan and the Overland Park, Kansas, Fire Department
Retirement Plan, and delegate staff to screen, select and recommend the
firm and appropriate contact to the City Council for its approval.
- Approved
Ordinance No. BID-2533, establishing the 2005 Business Improvement District
Assessment Fees for commercial businesses located in the Downtown Business
District.
- Approved bid tabulation for Farmstead privacy fence from Tom Burge
Fence & Iron for $22.18 per foot and a total amount of $12,600.
- Approved
bid tabulation for two skid steer loaders from KC Bobcat including both
alternates, blade and milling head and trade-ins for a total cost of
$68,805.
- Approved Resolution No. 3442 and KDOT Agreement No. 172-04, Kansas
Department of Transportation, City of Lenexa and City of Olathe for
the intersection improvements of College Boulevard and Pflumm.
- Approved agreement
with HNTB Corporation for the preliminary engineering study for the proposed
Indian Creek Flood Control Project from Roe Avenue to Mission.
- Approved
the following Planning Commission Consent Agenda items:
- Acceptance of Right-of-Way, Final Plat No. 2004-125 for Shoppes at Deer Creek Woods II Second Plat, vicinity of the northwest corner of 135th Street and Metcalf, with stipulations a and b; and
- Ordinance No. Z-3115 (Special Use Permit No. 2004-41), 14337 Metcalf, for a five-year period of time to allow an arcade, with stipulation a;
- Ordinance
No. Z-3116 (Special Use Permit No. 2004-42), 10975 Metcalf, for a
one-year period of time to allow a dance club with stipulations a and
b.
- Approved Ordinance No. Z-3113 (Rezoning No. 2004-30), vicinity
of the northeast corner of 175th Street and Pflumm, to rezone from RURJ,
Rural Residential District Johnson County, to RP-OS, Planned Open Space
Single-Family Residential District, to allow an open space residential
subdivision, with stipulations a through p.
- Returned Rezoning No. 2004-38,
9205 West 75th Street, to allow an existing residence to be converted
to an office building, to the Planning Commission for consideration as
a special use permit and that the fees associated with a new permit be
waived as recommended by staff.
