City Council Action Summary - Aug. 16, 2004
  1. Adopted the 2005 Budget and 2005-2009 Capital Improvements Program.
  2. Approved Ordinance No. BO-2509 – Attesting to an increase in the tax revenues for the Budget Year 2005.
  3. Presented a report from the Special Public Safety Committee meeting held August 16, 2004, regarding the Command and Control Center.
  4. Approved the following Consent Agenda Items:

    PUBLIC SAFETY – Committee Items:

    1. Agreement with Shawnee Mission Unified School District No. 512 for the provision of School Resource Officers for the 2004-2005 school year;
    2. Agreement with Blue Valley Unified School District No. 229 for the provision of School Resource Officers for the 2004-2005 school year;
    3. Agreement with Saint Thomas Aquinas High School for the provision of School Resource Officers for the 2004-2005 school year;
    4. Agreement with the Board of County Commissioners, Johnson County Sheriff, City of Leawood, City of Lenexa, City of Olathe, City of Prairie Village and City of Shawnee for interlocal cooperation for the distribution of wireless enhanced 9-1-1 local fees; and
    5. Waive bid process and authorization to sole source purchase of replacement portable radios from Communications Associates of Springfield, Missouri, a Ma-COM regional distributor;

    Staff Items:

    1. Two applications for new Massage Therapy and In-Office Massage Therapy Licenses and two applications for renewal of Massage Therapy Licenses as listed on the agenda;

    PUBLIC WORKS – Committee Items:

    1. Resolution No. 3391 – Improving ditch type streets to curb and gutter streets;
    2. Resolution No. 3392 – Establishing policy on private street classification, signage and construction standards, including related storm sewers and
    3. Resolution No. 3397 – Establishing policy on designating and improving thoroughfares;

    FINANCE, ADMINISTRATION AND ECONOMIC DEVELOPMENT – Staff Items:

    1. Confirmation of Investments in U.S. Agency Securities in the amount of $1,977,908;
    2. Capital Projects Expenditure Ordinance No. 8B – Outlining the expenditures from the Capital Projects Funds for August 5 through August 11, 2004;
    3. Application for renewal of Drinking Establishment License and 14 applications for renewal of Drinking Establishment Licenses contingent on receiving state licenses;
    4. Application for renewal of Class A Private Club License and two applications for Class B Private Club Licenses contingent on receiving state license;
    5. Seven applications for renewal of Cereal Malt Beverage Licenses as listed on the agenda.
  5. Approved an agreement with the American Stroke Foundation to extend the use of space in the Tomahawk Ridge Community Center to December 31, 2005.
  6. Approved an agreement with the Islamic Center of Kansas to increase the square footage of space occupied at Tomahawk Ridge Community Center and extend their lease through December 31, 2005.
  7. Announced the August Public Works meeting change from August 25, 2004, to August 23, 2004.
  8. Approved Supplemental Agreement No. 2 – Parsons Brinckerhoff for additional engineering services for U.S. 69/I-35 from 75th Street to 95th Street in the amount of $2,686,009, subject to approval by the Law Department.
  9. Approved Agreement No. 136-04 – Kansas Department of Transportation (KDOT) and the City of Leawood for the construction of Nall Avenue from 143rd Street to 135th Street.
  10. Approved the following Planning Commission Consent Agenda Items:
    1. Special Event Permit No. 2004-336, located in the vicinity of the southwest corner of 137th Street and Antioch Road to allow a one-day community carnival on August 28, 2004;
    2. Acceptance of Right-of-Way – Final Plat No. 2004-67, Lakeshore Estates, in the vicinity of 162nd Street and Switzer Road;
    3. Acceptance of Right-of-Way, Final Plat 2004-68, Weatherford Lake, in the vicinity of 151st Street and Switzer Road;
    4. Acceptance of Right-of-Way, Final Plat No. 2004-75, Blue Valley Elementary School #21 First Plat, in the vicinity of the northwest corner of 158th Terrace and Roe Avenue;
    5. Acceptance of Right-of-Way, Final Plat No. 2004-76, Olson’s Outlook First Plat, in the vicinity of 155th Terrace and U.S. 69 Highway and
    6. Ordinance No. Z-3079 (Special Use Permit No. 2004-18) in the vicinity of the northeast corner of 103rd Street and Nall Avenue for the renewal of a communications tower for a 10-year period of time.

  11. Approved Resolution No. 3408, B, Re-setting the deadline to November 3, 2004, that was given to the Community Development Committee for making its recommendation with respect to the Consent to Annexation of land in the southwest quadrant of 175th Street and Pflumm Road and the annexation of right-of-way thereto.
  12. Approved a non-agenda item, Special Event Permit No. 2004-355, located in the vicinity of 119th Street and Roe Avenue, to allow a free-standing sign through November 30, 2004.
