City Council Action Summary - July 19, 2004
  1. Approved newly appointed Fran Kuhn to the Arts Commission.

  2. Approved recommendation from the Committee-of-the-Whole to approve the 2005 budget for publication. Following publication of the proposed budget, expenditures may be reduced but not increased. The Committee set a public hearing for the 2005 budget for August 2, 2004, and scheduling and adoption of the 2005 budget and the 2005-2009 CIP and budget ordinance is scheduled for August 16, 2004.

  3. Approved the following Consent Agenda Items:

FINANCE, ADMINISTRATION AND ECONOMIC DEVELOPMENT – Staff Items:

  1. Council minutes of June 7, 2004;
  2. Investments totaling $2,975,000.77 million in U.S Agency Securities;
  3. Capital Projects Expenditure Ordinance No. 7B, outlining the expenditures from the Capital Projects Funds for July 8 through July 14, 2004;
  4. Two applications for renewal of drinking establishment licenses as listed on agenda;
  5. Six applications for renewal of drinking establishment licenses contingent on receiving state licenses as listed on agenda;
  6. Two applications for renewal of drinking establishment licenses and caterers licenses, contingent on receiving state licenses, as listed on agenda;
  7. One application for renewal of Class A Private Club license contingent on receiving state license as listed on agenda;
  8. One application for renewal of cereal malt beverage license as listed on agenda.
PUBLIC SAFETY – Staff Item:
  1. Application for new massage therapy license as listed on agenda.
  1. Approved agreement with Brungardt Honomichl & Company, in the amount of $96,922, for engineering services for construction of storm drainage improvements for the area extending from 105th Terrace and Hauser east to 104th Terrace and Bradshaw (Summerfield and Oak Park drainage improvements), subject to Law Department approval.

  2. Approved agreement with Olsson Associates for engineering services, in the amount of $180,881, for construction of storm drainage improve-ments generally described as 3,250 lineal feet of open channel rehabilita-tion, located east of Hayes from 91st Street to 95th Street, 900 lineal feet of open channel rehabilitation south of 91st Street and east of Grant Lane, and replacement of approximately 2,300 lineal feet of corrugated metal pipe and curb inlets along Hayes that serve as tributaries to these open channels, subject to Law Department approval.

  3. Approved and continued Planning Commission CONSENT AGENDA as follows:

    1. Special Event Permit No. 2004-285, 15314 Kenneth Road, to allow a corn maze from August 14 through October 31, 2004;
    2. Acceptance of Right-of-Way – Final Plat No. 2004-40, Rockwood Commons First Plat, northwest corner of 159th Street and U.S. 69 Highway;
    3. Continued Acceptance of Right-of-Way – Final Plat No. 2004-58, Berkshire Farms First Plat, northwest corner of 159th Street and Antioch Road, to the Council meeting of August 2, 2004;
    4. Final Development Plan Approval – Travel Clean Car Wash, southwest corner of 123rd Street and Blue Valley Parkway;
    5. Ordinance No. Z-3077 (Special Use Permit No. 2004-17), 7355 West 162nd Terrace, for a two-year period of time to allow a temporary building.

  4. Approved Ordinance No. Z-3075 (Special Use Permit No. 2004-15), 8000 West 127th Street, for an indefinite period of time, to allow a psychiatric hospital/residential treatment center, with stipulations a through g as recommended by the Planning Commission and additional stipulations a through k, distributed at the meeting, with stipulation I as amended.
