City Council Action Summary - NOv. 10, 2003

  1. Approved the following Consent Agenda items:

    PUBLIC SAFETY: STAFF ITEMS:

    1. One application for Massage Therapy License, as listed on the agenda.

    FINANCE, ADMINISTRATION AND ECONOMIC DEVELOPMENT: STAFF ITEMS:

    1. Capital Projects Expenditure Ordinance No. 11A – Outlining the expenditures from the Capital Projects Funds for October 30 through November 5, 2003;
    2. Two applications for New Cereal Malt Beverage Licenses, as listed on the agenda;
    3. Thirteen applications for Renewal of Cereal Malt Beverage Licenses, as listed on the agenda;
    4. One application for New Drinking Establishment License, as listed on the agenda;
    5. Two applications for Renewal of Drinking Establishment Licenses, as listed on the agenda.

COMMUNITY DEVELOPMENT: COMMITTEE ITEMS:

  1. Renaming of Comanche Park to Sapling Grove Park;
  2. Resolution No. 3362 – Establishing fees for the use of the Arboretum and Environmental Education Visitor Center;
  3. Interlocal Agreement – Johnson County Parks and Recreation District for the improvement of Tomahawk Creek Trail, from Antioch to Metcalf;
  4. Waive Bid Process and Authorization to Solicit for Proposals – To design and install five replacement playground structures at Linwood Park, Prairie View Park, Windham Creek Park, Young’s Park, and Shannon Valley Park;
  5. Resolution No. 3360- Sewer District Enlargement in the vicinity of 135th Street and Hemlock.

STAFF ITEMS:

  1. FY 2004 Letter of Understanding for Emergency Assistance – Johnson County Northeast Multi-Service Center for income-eligible Overland Park citizens, for a $9,000 grant;
  2. FY 2004 Letter of Understanding for Utility Assistance – Johnson County Department of Human Services and Aging for income-eligible Overland Park citizens, for a $15,000 grant;
  3. FY 2004 Letter of Understanding for Human Services Fund – United Community Services of Johnson County, Inc., for a $40,000 grant;
  4. Agreement – Greater Kansas City Housing Information Center to provide funding for housing counseling services in the amount of $10,000.

  1. Announced that the November 24, 2003, Public Works meeting will begin at 7 p.m.

  2. Accepted low bid from Cargill Incorporated, Deicing Technology, in the amount of $26.49 per ton ($13.50 purchase cost per ton/$12.99 delivery cost per ton), for rock salt.

  3. Accepted low bid from Scotwood Industries, Inc., in the amount of $14,880 ($0.496 per gallon/estimated quantity of 30,000 gallons), for calcium chloride.

  4. Approved Agreement with the City of Leawood for the public improvement of 135th Street from the Leawood/Overland Park city boundary west approximately 250 feet.

  5. Approved Agreement with Citizen’s Bank, NA, for land purchase at the southwest corner of 135th Street and U.S. 69 Highway Interchange.

  6. Approved Contract with Mayer Hoffman McCann P.C., for the performance of the 2003 Audit, in the amount of $55,000.

  7. Adopted Ordinance No. B-2466 – Authorizing the issuance and delivery of $14,930,000 principal amount of Internal Improvement Bonds, Series 2003A of the City, for the purpose of providing funds to pay the costs of certain improvements; prescribing the form and details of the bonds; and providing for the levy and collection of an annual tax for the purpose of paying the principal of and interest on the bonds as they become due and authorizing the issuance and delivery of not-to-exceed $15,090,000 of said bonds.

  8. Presented Report to the Governing Body No. 03-04, and accepted Addendum Number 1 to the May 21, 2002, Contract for janitorial services with Ace Janitorial, in the amount of $89,568.

  9. Approved the following Planning Commission Consent Agenda item: 1) Special Event Permit No. 2003-507, in the vicinity of the northwest corner of 119th Street and Metcalf, to allow a tent sale in the parking lot of Rosana Square Shopping Center, contingent on a tent permit being obtained from the Overland Park Fire Department.
