City Council Action Summary - July 21, 2003

  1. Approved the new appointment of Reba Williams to the Citizens Advisory Council on Parks and Recreation.

  2. Approved reappointments of Marsha Norman and Jan Andrews to the Arts Commission.

  3. Received from the Mayor of Gladstone, Missouri, a proclamation, expressing their appreciation to the City of Overland Park for their commitment of manpower in the recovery efforts during the aftermath of a tornado and severe thunderstorm.

  4. NONAGENDA ITEM: Authorized City Manager to spend monies from the Special Street Improvement Funds in the approximate amount of $350,000 to pay for the reconstruction of Tomahawk Creek Parkway.

  5. Recognized Boy Scout Troop No. 257 from Atonement Lutheran Church.

  6. Approved the following Consent Agenda items:

    FINANCE, ADMINISTRATION AND ECONOMIC DEVELOPMENT: Committee Items:

    1. Disposition of City Property – Ambulance Sales and Service for one ambulance in the amount of $35,000; and
    2. Request for Proposals – Auditing Service.

    Staff Items:

    1. Capital Projects Expenditure Ordinance No. 7C – Outlining the expenditures from the Capital Projects Funds for July 10 through July 16, 2003;
    2. One Application for New Cereal Malt Beverage License, as listed on the agenda;
    3. One Application for Renewal of Class A Private Club License, as listed on the agenda;
    4. Three Applications for Renewal of Drinking Establishment License, as listed on the agenda;
    5. One Application for Renewal of Drinking Establishment and Caterers License contingent upon receiving state licenses, as listed on the agenda; and
    6. Six Applications for Renewal of Drinking Establishment Licenses contingent upon receiving state licenses, as listed on the agenda.

    PUBLIC SAFETY: Staff Items:

    1. One Application for New Massage Therapy License, as listed on the agenda.

  7. Approved low bid of $833,619.60 from Razorback Contractors of Kansas, Inc., for the 2003 major storm sewer repair - Tomahawk Ridge Storm Water Improvements.

  8. Cancelled August 20, 2003, Finance, Administration and Economic Development Committee meeting.

  9. Approved the low bid of $18,200 from AT Abatement Services, Inc., for the abatement of asbestos in eight homes that have been obtained as part of the land acquisition process for the new community center in the downtown area of Overland Park.

  10. Approved Maintenance Agreement with Intergraph Public Safety to provide maintenance for the software for the Police Technology project.

  11. Approved the Revised Preliminary Plan for QuikTrip No. 203, 7681 West 151st Street, with stipulations a through e, as written.

  12. Approved Request for waiver of the six month limitation on successive rezoning applications, as set out in the Unified Development Ordinance, Section 18.140.460, to allow the applicant to re-file a rezoning application for the northwest corner of 159th Street and U. S. 69 Highway, with the condition that the application will show an expansion of the RP-3 for town homes and a reduction in the CP-0, Planned Office Building District.
