City Council Action Summary - June 16, 2003

Approved the following consent agenda items:
PUBLIC SAFETY – Committee Items:
1. Amendment to agreement between Fire Department and Med-Act to reduce amount of shared monies the City would pay to Med-Act as a result of the 2002 agreement;
2. Agreement with Oak Park Investment, L.P., for lease of space at Oak Park Mall for a police substation in the annual amount of $100;
3. Ordinance No. TC-1260, YY, regulations for vehicle impoundment for individuals driving under the influence of alcohol and drugs, unattended motor vehicles, and additional lighting on vehicles;
4. Amendment to agreement with New Beginnings extending the term of the contract through August 31, 2003.
Staff Items:
1. Application for one new massage therapy license; one new massage therapy and in-office massage therapy license; and two renewals of massage therapy and in-office massage therapy licenses as listed on the agenda.
PUBLIC WORKS - Staff Items:
1. Ordinance No. MTI-2441, providing for the public improvement of a main trafficway, Santa Fe Drive from 83rd Street to 80th Street;
2. Resolution No. 3344, directing the City Clerk to provide public notice of the public hearing to consider the proposed assessments for the construction of an overflow bypass channel and riprap revetments, as well as surface appurtenances, channel grading, utility relocations and storm sewer modifications to help stabilize eroding banks and lower flood water elevations to help protect two properties located along a reach of Tomahawk Creek in Estates of Nottingham South. (Improvement District No. 00-181);
3. Resolution No. 3345, directing the City Clerk to provide public notice of the public hearing to consider the proposed assessments for the installation of retaining walls and incidental grading, excavation, and construction to help stabilize existing bank slope and minimize future bank erosion in order to help protect four properties located along the east bank of a tributary to Tomahawk Creek. (Improvement District No. 02-186);
4. Resolution No. 3346, directing the City Clerk to provide notice of the public hearing to consider the proposed assessment for the installation of approximately 70 lineal feet of rock shear key as well as incidental grading, construction and restoration to improve bank stability and help protect a property located along the east bank of a tributary of Tomahawk Creek. (Improvement District No. 02-187;
5. Ordinance No. TR-2442, designating truck routes in the City.
FINANCE, ADMINISTRATION AND ECONOMIC DEVELOPMENT – Staff Items:
1. Council Minutes – May 12 and May 19, 2003;
2. Confirmed investments in U.S. Treasury Bills totaling $2,439,123.85;
3. Expenditure Ordinance no. 6A, outlining the expenditures from the General Operating Fund for May 22 through June 4, 2003;
4. Capital Projects Expenditure Ordinance No. 6B, outlining the expenditures from the Capital Projects Funds for June 5 through June 11, 2003;
5. Three applications for renewal of drinking establishment licenses contingent on receiving state licenses as listed on the agenda;
6. One application for renewal of drinking establishment and caterers license contingent on receiving state licenses, as listed on the agenda;
7. One application for new drinking establishment license contingent on receiving temporary certificate of occupancy and fire code approval, as listed on the agenda;
8. One application for request to extend premises to sell alcoholic liquor for a one-day event on July 3, 2003, as shown on the agenda.
Approved low bid from MTV Tire & Express Lube, in the amount of $28,650, for maintenance service of City vehicles.
Approved low bid from APAC-Reno Construction Branch, in the amount of $773,467.95, for Antioch intersection improvements, 159th Street to 167th Street.
Approved low bid from Amino Brothers Company, in the amount of $5,918,164.38, for Pflumm Road project, 135th Street to 143rd Street.
Approved Addendum No. 1 to On Demand Agreement, TransCore for the Metcalf corridor communications network, in the amount of $86,309.96.
Approved contract with Valley View State Bank for the Home Improve-ment Partnership Program.
Approved the following Planning Commission Consent Agenda item:
1. Revised Preliminary Plan Approval – Reno Industrial Center, 7355 West 162nd Terrace, to allow an industrial development, with stipulations a through f.
Continued Special Event Permit No. 2003-236, 5201 Antioch Road, to the Council meeting of July 7, 2003, as requested by the applicant.
Approved Special Event Permit No. 2003-245, 7131 West 135th Street, for a 30-day time period, to allow a tent in the parking lot of Extreme Ford, to promote the company’s 100th year anniversary.
Continued Utility Easement Vacation No. 2003-2, 109th Street and Mastin, to the Council meeting of July 7, 2003, as requested by applicant.
Continued Street Vacation No. 2003-3, 109th Street and Mastin, to the Council meeting of July 7, 2003, as requested by applicant.
Continued Request for Waiver, vicinity of the northwest corner of 159th Street and U.S. 69 Highway, to the Council meeting of July 7, 2003, as requested by the applicant.
