City Council Action Summary - May 19, 2003

  1. Recognized Boy Scout Troop No. 265 sponsored by Holy Spirit Catholic Church.

  2. Approved the following Consent Agenda items:

    COMMUNITY DEVELOPMENT: Committee Items:

    1. Resolution No. 3334 – Establishing fees for participation in City-sponsored recreation and cosponsored commercial recreation programs;
    2. Resolution No. 3335 – Establishing fees for use of community centers and park shelters; and
    3. Resolution No. 3338 – Establishing the daily fee at Young's Pool be changed from $4 to $5.

    PUBLIC SAFETY: Committee Items:

    1. Bid Tabulation – Law Enforcement Equipment Company for concealable soft body armor in an amount not to exceed $49,720, using $24,860 from grant funds and $24,860 Police Depart-ment budgeted funds;
    2. Approval of Funds – El Centro for services they provide to immigrant and minority families living in Overland Park in the amount of $50,000.

    Staff Items:

    1. One Application for Renewal of Massage Therapy and In-Office Massage Therapy License, as listed on the agenda.

    FINANCE, ADMINISTRATION AND ECONOMIC DEVELOPMENT: Staff Items:

    1. Expenditure Ordinance No. 5A – Outlining the expenditures from the General Operating Fund for April 24 through May 7, 2003;
    2. Capital Projects Expenditure Ordinance No. 5B – Outlining the expenditures from the Capital Projects Funds for May 8 through May 14, 2003;
    3. Application for Renewal of Class A Private Club License, as listed on the agenda;
    4. One Application for Renewal of Class B Private Club License, as listed on the agenda;
    5. Two Applications for Renewal of Drinking Establishment Licenses, as listed on the agenda;
    6. Three Applications for Renewal of Drinking Establishment Licenses Contingent on Receiving State Licenses, as listed on the agenda;
    7. One Application for Renewal of Drinking Establishment License Contingent on Receiving Fire Code Approval and State License, as listed on the agenda; and
    8. Ordinance No. ST-2433 – Amending Ordinance No. ST-2122 regarding the one-eighth of one percent (.125 %) additional City retailers’ sales tax and amending Ordinance No. ST-2429 regarding the new one-eighth of one percent (.125 %) City retailers’ sales tax.

  3. Cancelled Public Works Committee meeting scheduled for May 28, 2003.

  4. Accepted low bid of $98,195 from Weigel Construction for Sand & Salt Storage Structure.

  5. Approved Commercial Real Estate Sales and Lease-Back Agreement between Kansas City Power and Light Company and the City of
    Overland Park.

  6. Approved Charter Ordinance No. Eight-two, as recommended by the Finance, Administration and Economic Development Committee, with additional amendments as stated by the Law Department staff.

  7. Approved the following items from the Planning Commission Consent Agenda, including all stipulations:
    1. Revised Preliminary Plan, 147th and Metcalf Offices, southwest corner of 147th Street and Metcalf Avenue;
    2. Revised Preliminary Plan for Tomahawk Creek Centre northwest corner of 135th Street and Riley; and Special Event Permit No. 2003-208, 9270 Metcalf Avenue, to allow racing of remote-controlled, scale model cars in the parking lot of Regency Park Shopping Center on Sundays from 9 a.m. until 3 p.m., beginning May 25, 2003, through October 18, 2003.

  8. Approved Residential Day-Care Permit No. 2003-1, 12301 Wedd Street, requesting the renewal of a Residential Day-Care Permit for a five-year period of time, with no stipulations.

  9. Rejected the Planning Commission’s motion for denial of Ordinance No. Z-2991 (Special Use Permit No. 2003-10) and remanded back to the Planning Commission for consideration of alterations in the plan, as presented by the City Council, and others that might be suggested by the Planning Commission.

  10. Recessed into executive session for a period of time not to exceed 10 minutes to address the issue of the acquisition of real property; then reconvened and adjourned.
