City Council Action Summary - April 14, 2003

  1. Held the first public hearing on 2004 operating budget.

  2. Elected Thomas C. “Tim” Owens as Council President.

  3. Approved new appointments and reappointments to the Community Development Block Grant (CDBG) Citizens Advisory Committee for the term of 4/01/03 to 4/01/04, as listed on the agenda.

  4. Approved the following Consent Agenda items:

    PUBLIC SAFETY – Committee items:

    1. Change Order No. 1 for Integraph Public Safety Contract to exchange original software, training and data conversion for full dispatcher licenses and to provide additional consulting with no change in cost; and
    2. Waive bidding process and request sole source purchase from Misonix for purchase of an evidence drying cabinet in the amount of $1,050.50 in City funds and $9,454.50 in Local Law Enforcement Block Grant funds.

    PUBLIC WORKS – Committee items:

    1. Resolution No. 3326 – Regarding the improvement of storm drainage within the City; and
    2. Public Works Department Policy Concept – Regarding storm water improvements.

    FINANCE, ADMINISTRATION AND ECONOMIC DEVELOPMENT – Staff items:

    1. Council minutes of March 17, 2003; and
    2. Capital Projects Expenditure Ordinance No. 4B – Outlining the expenditures from the Capital Projects Funds for April 3 through April 9, 2003.

  5. Presentation from Ms. Ellen Komarek, Chairperson of the Arts Commission.

  6. Recognized representatives from the American National Government class from Johnson County Community College.

  7. Continued Bid Tabulation item for four snowplow dump trucks to the Council meeting of April 21, 2003, to allow staff to evaluate variances.

  8. Accepted the bid for the 2003 Chip Seal Program from Harbour Construction in the amount of $91,585.46.

  9. Reminded the Finance, Administration and Economic Development Committee that meeting has been changed to Tuesday, April 15, 2003.

  10. Approved Ordinance No. ST-2429 – Levying a new City Retailers’ Sales Tax in the amount of one-eighth of one percent (.125%), effective April 1, 2004, the day following the expiration of the existing one-eighth of one percent (.125%) tax, and ending on March 31, 2009, the new .125% tax, like the existing .125% tax, to be in addition to the ongoing 1% City Retailers’ Sales Tax.

  11. Announcement made by Mayor that a memo will be circulated asking for Council Members to indicate their City Council Committee preference, as well as a request for two choices of dates and times when new Council Members will be available for Governing Body retreat or briefing.
