OP City Council Action Summary - Feb. 17, 2003

  1. Approved the following reappointments to the Fair Housing Committee: Lynn Ferguson, Ann Hebberger, Paul J. O’Connell III, and Ananias Washington.

  2. Presented a report from the Committee-of-the-Whole meeting held February 17, 2003, regarding a Traffic Calming Policy.

  3. Approved the following Consent Agenda Items:

    PUBLIC SAFETY – Committee Items:

    1. Agreement – Sagem Morpho, Inc., for maintenance services for live scan fingerprint equipment and Automated Fingerprint Identification System (AFIS) workstation terminal in the amount of $22,517.17;
    2. Agreement – Dr. David Hill for primary psychological services to the Overland Park Police Department for the minimum amount of $52,900.00;
    3. Agreement – Dr. Bruce Cappo, Ph.D of Clinical Associates, P.A., for secondary psychological services assisting with pre-employment psychological evaluations. The costs not to exceed the overall budgeted amount for outside psychological services;
    4. Waive Bidding Process for Sole Source Purchase – Litton Integrated Systems for Mobile Computers as part of the Police Technology Project with funds of $41,675 used from the 2002 COPS Technology Grant;

    Staff Items:

    1. Applicationa for Massage Therapy and In-Office Massage Therapy Licenses as listed on the agenda;

    FINANCE, ADMINSTRATION AND ECONOMIC DEVELOPMENT – Staff Items:

    1. Council Minutes – December 16, 2002, and January 13, 2003;
    2. Capital Projects Expenditure Ordinance No. 2B – Outlining the expenditures from the Capital Projects Funds for February 6 through February 12, 2003;
    3. Approved Cereal Malt Beverage and Drinking Establishment licenses with contingencies as listed on the agenda.

  4. Approved request for waiver of bid process for Deffenbaugh Industries, Inc., for Spring large item collection in an amount not to exceed $120,000.

  5. Approved an agreement with Greater Kansas City Umpires Association for softball officiating services for the years 2003, 2004, and 2005.

  6. Approved Community Center property purchase at 8110 Floyd Street in the amount of $99,750 and 8045 Marty Street in the amount of $76,650.

  7. Approved low bid from Mynatt Truck & Equipment Company for one hook lift truck in the amount of $112,460.03 and additional sub frames at $840 each.

  8. Approved low bid from Carter Petroleum for the purchase of fuel, locking in only the delivery and markup of all fuel purchased during the life of the contract.

  9. Approved Special Use Permit No. 2002-37, 6357 West 119th Street, for a five-year period to allow a drinking establishment. Ordinance No. Z-2975.

  10. Approved Special Use Permit No. 2002-38, 10975 Metcalf Avenue, for a one-year period of time to allow the renewal of a dance club. Ordinance No. 2976.

  11. Approved Special Use Permit No. 2002-39, 7465 West 161st Street, for a five-year period to allow a dog day care operation. Ordinance No. Z-2977.

  12. Approved Special Use Permit No. 2002-40, 11721 Metcalf Avenue, for a one-year period to allow an arcade at the Old Chicago Restaurant. Ordinance No. Z-2978.

  13. Approved Rezoning No. 2002-21 in the vicinity of the southwest corner of 135th Street and U.S. 69 Highway to allow for the development of a single-family subdivision. Ordinance No. Z-2972.

  14. Approved Rezoning No. 2002-22 in the vicinity of the southeast corner of Hemlock and 135th Street to allow a business park development. Ordinance No. Z-2973.

  15. Approved Acceptance of Deed of Dedication in the vicinity of the southeast corner of Hemlock and 135th Street, in conjunction with Rezoning No. 2002-22.

  16. Approved Unified Development Ordinance Amendment No. ZRR-2418, amendments to sections 18.324.020 and 18.328.020 of the Unified Development Ordinance to change two references. Ordinance No. ZRR-2418.

  17. Approved Storm Drainage Easement Vacation No. 2002-11 located at 15714 and 15718 Marty Lane. Ordinance No. VAC-2415.

  18. Approved Rezoning No. 2002-14, 15039 Metcalf Avenue, to allow a shopping center including a proposed condition that the ordinance establishing the rezoning and preliminary development plan will be published as soon as practicable after May 18, 2003; however, if the owner of any of the subject parcels request that the ordinance not be published, then the rezoning application shall be withdrawn and the property shall retain the pre-existing zoning and development plan approvals.   19. Approved a motion to rescind action taken by the Governing Body on February 3, 2003 regarding wherein the Governing Body upheld the Planning Commission’s recommendation to deny Right-of-Way Vacation No. 2002-12 in the vicinity of Nicklaus Drive, south of Golden Bear Drive.
