OP City Council Action Summary - Feb. 10, 2003

  1. Adopted 2004-2008 Capital Improvements Program for Budget Planning Purposes as proposed and recommended.

  2. Presented retiring Police Pension Plan Board of Trustee member Keith Oliver with a plaque and thanked him for his 22 years of dedicated service with the City.

  3. Approved the following consent agenda item:

    PUBLIC SAFETY – Staff Item:

    1. One application for renewal of massage therapy license as listed on the agenda.

    PUBLIC WORKS – Staff Item:

    1. Ordinance No. MTI-2422, providing for the public improvement of main trafficways, 135th Street and U.S. Highway 69 interchange.

    FINANCE, ADMINISTRATION AND ECONOMIC DEVELOP-MENT – Staff Items:

    1. Confirmed investments totaling $5,971,172.72 in U.S. Agency Securities;
    2. Expenditure Ordinance No. 1C, outlining the expenditures from the General Operating Fund for January 16 through January 29, 2003;
    3. Capital Projects Expenditure Ordinance No. 2A, outlining the expenditures from the Capital Projects Funds for January 30, through February 5, 2003;
    4. One application for new cereal malt beverage license; one application for renewal of cereal malt beverage license; two applications for renewal of drinking establishment and caterers licenses; one application for renewal of Class A private club license, contingent on receiving state license, as listed on the agenda.

    COMMUNITY DEVELOPMENT – Committee Items:

    1. Ordinance No. BC-2419, relating to erosion and sediment control, as amended;
    2. Ordinance No. EDG-2423, relating to excavation, grading and drainage;
    3. Ordinance No. CSW-2424, relating to sidewalk construction and repair within the City
    4. Resolution No. 3310, establishing plan review, permit, and inspection fees;
    5. Resolution No. 3314, sewer district enlargement in the vicinity of the northwest corner of 143rd Street and Switzer Road;
    6. Resolution No. 3315, sewer district enlargement in the vicinity of 159th Street and Switzer Road;
    7. Resolution No. 3316, sewer district enlargement in the vicinity of the southeast corner of 167th Street and Pflumm Road;
    8. Proposals for leasing space in Tomahawk Ridge Elementary School with Islamic Center of Kansas; the Kansas City Aikkai, and any other interested parties deemed advantageous to the City;
    9. Agreement with Arts and Recreation Foundation of Overland Park to fund a Farmstead Program Coordinator position;
    10. 2003 Master Plan Work Program;
    11. Sign Ordinance Update;
    12. Sister City Youth Program, requesting $8,000 in 2003 and a similar amount in 2004 from Contingency Funds.

  4. Approved the low bid from O’Donnell & Sons Construction Company in the amount of $6,204,115.37 for Metcalf Avenue (119th Street to 300 feet south of College Boulevard); Blue Valley Parkway (123rdStreet to 800 feet north of 119th Street); and 123rd Street (Lowell Avenue to 500 feet east of Blue Valley Parkway).

  5. Approved low bid for sidewalk repair program, indefinite delivery, with McAnany Construction in the amount of $86,892.25.

  6. Approved Supplemental Agreement Proposal with George Butler Associates, Inc., for additional design work for 143rd Street, Switzer to Antioch in an additional amount of $131,533.

  7. Approved the following Planning Commission consent agenda item: Unified Development Ordinance (UDO) Amendment No. ZRR-2420, as amended, with amendments to UDO Sections: 18.130.010; 18.130.020; 18.130.030; 18.130.045; 18.130.050; 18.130.080; 18.130.100; 18.140.490; 18.370.040; 18.410.060; 18.410.090; and 18.450.040; and new sections: 18.110.071; 18.110.074; 18.110.336; 18.110.337; 18.110.583; 18.130.012; 18.130.014; 18.130.015; 18.130.055; 18.130.057; 18.130.095; and 18.130.098, to implement new procedures for land development permits. Ordinance No. ZRR-2420

  8. Approved Special Event Permit No. 2003-23, 10334 Goddard Street, to allow temporary banners over existing monument signs until the permanent signs can be installed, with stipulation a.

  9. Approved Special Event Permit No. 2003-27, 14901 England Street, to allow a temporary sign for a church facility, for a two-year period of time, contingent upon the sign not exceeding four square feet in size and that the sign be up only on Sundays from 9 to noon.
