OP City Council Action Summary - Nov. 11, 2002

  1. Approved new appointments, Robert Whitman, Charlene Conrad, and Terry Happer Scheier and reappointments Margie Engelkemier and Dennis Patton to the Legacy of Greenery Committee.

  2. Approved the following Consent Agenda Items:

    PUBLIC SAFETY – Staff Items:

    1. Application for renewal of Massage Therapy License as listed on the agenda;

    FINANCE, ADMINISTRATION AND ECONOMIC DEVELOPMENT – Staff Items:

    1. Council Minutes – October 21, 2002;
    2. Expenditure Ordinance No. 10B – Outlining the expenditures from the General Operating Fund for October 10 through October 23, 2002;
    3. Capital Projects Expenditure Ordinance No. 11A – Outlining the expenditures from the Capital Projects Funds for October 31 through November 6, 2002;
    4. Seven applications for Renewal of Cereal Malt Beverage Licenses and one Application for Renewal of Drinking Establishment License as listed on the agenda;

    COMMUNITY DEVELOPMENT – Committee Items:

    1. Downtown Zoning Districts – Authorization to file a rezoning application on behalf of the City to rezone properties in Downtown Overland Park and to set in motion a public hearing before the Planning Commission and City Council;
    2. Authorization for a Public Hearing before the Planning Commission and City Council – To allow revisions to the Home Occupation Section of the Unified Development Ordinance;
    3. Authorization to Execute Model License and Performance Agreements: Agreement – American Society of Composers, Authors and Publishers (ASCAP), for license to play live and mechanical music on City premises and at City sponsored events. Agreement – Broadcast Music, Inc. (BMI), for license to play live and mechanical music at City premises and at City sponsored events.

  3. Approved bid tabulation for Traffic Signal Equipment for the widening of Metcalf, College Boulevard to 123rd Street, awarding the LED Kits to Mid American Signal, Inc., in the amount of $27,811 and awarding the traffic signal poles to Reliapole Solutions, Inc., in the amount of $50,000.

  4. Approved an Agreement with Christ Evangelical Lutheran Church of Lenexa, Kansas, for street construction of the unfinished portions of Nieman Road and Indian Creek Parkway north of 119th Street.

  5. Announced a date change for the Finance, Administration and Economic Development meeting from November 20, 2002 to November 19, 2002.

  6. Approved Application for New Drinking Establishment License and Renewal of Drinking Establishment Licenses as listed on the agenda.

  7. Approved the Community Development Committee’s recommendation to solicit proposals to lease or rent the Tomahawk Ridge Elementary School to any non-profit entity on a highest and best offer basis for one to two years.

  8. Presented an informational item concerning the de-annexation of a small tract of land within “Tallgrass at the Wilderness” Subdivision located at the northeast corner of 167th Street and Nall Avenue that will result in a public hearing to be held before the City Council on December 9, 2002.
