OP City Council Action Summary - Apr. 8, 2002

  1. Held a public hearing for the Mid-Year Master Plan Amendment for 151st Street Corridor Design Concept Plan.

  2. Presented a Proclamation announcing the week of April 7-13, 2002, as International Building Safety Week in Overland Park.

  3. Approved the following reappointments to the Arts and Recreation Foundation of Overland Park: Wayne C. Byrd, Richard Erickson, Jim Boyle, Brad Bergman, Verna Crane, Vicki Lilly, and the following new appointments: Greg Schoofs, Marsha Chappelow, David W. Newcomer, and Doug Grossenbacher.

  4. Approved the following Consent Agenda Items:

    FINANCE, ADMINISTRATION AND ECONOMIC DEVELOPMENT - Staff Items:

    1. Council Minutes – March 4 and 18, 2002;
    2. Confirmation of Investments in US Agency Securities in the amount of $5,971,090.52;
    3. Expenditure Ordinance No. 3B – Outlining the expenditures from the General Operating Fund for March 14 through March 27, 2002;
    4. Capital Project Expenditure Ordinance No. 4A – Outlining the expenditures from the Capital Projects Funds for March 28 through April 3, 2002;

    COMMUNITY DEVELOPMENT – Committee Items:

    1. Resolution No. 3268 – Sewer District enlargement, vicinity of 155th Street and Oakmont;

    PUBLIC SAFETY – Staff Items:

    1. Application for New Massage Therapy Business License – Ultimate Escape Day Spa, 11674 W. 135th Street;
    2. Application for Renewal of Massage Therapy and In-Office Massage Therapy Business License – The Body Mechanix, 8665 W. 96th Street;

    PUBLIC WORKS – Committee Items:

    1. Street Grade Variance – Brookhighland Subdivision, 145th Street west of Farley;
    2. Ordinance No. TWC-2349 – Designing and establishing Lowell Avenue from 500 feet south of 119th Street to 660 feet south of 119th Street within the City, as a trafficway connection;
    3. Ordinance No. TWC-2350 – Providing for the public improvement of a trafficway connection – Lowell Avenue from 500 feet south of 119th Street to 660 feet south of 119th Street;
    4. Ordinance No. TWC-2354 – Designating and establishing Indian Creek Parkway and Nieman Road within the City, as trafficway connections;
    5. Ordinance No. TWC-2355 – Providing for the public improvement of trafficway connections – Indian Creek Parkway and Nieman Road within the City.

  5. Approved an Application for a New Drinking Establishment License Contingent on Receiving State License for Two Top, L.L.C., d/b/a Forty Sardines, 11942 Roe Avenue.

  6. Approved an Application for a New Drinking Establishment License Contingent on Receiving Temporary Certificate of Occupancy and State License for Bretts B-B-Q and Steakhouse, Inc., d/b/a Bretts B-B-Q and Steakhouse, Inc., 8550 W. 151st Street.

  7. Approved Applications for Renewal of Drinking Establishment and Caterers License Contingent on Receiving State License for The Culinary Center of Kansas City, L.C., d/b/a The Culinary Center of Kansas City, 7917 Foster.

  8. Approved Applications for Renewal of Drinking Establishment Licenses Contingent on Receiving State Licenses: Holtze F&B Corporation, d/b/a Holtze Executive Village, 11400 College Boulevard and RBA Kansas, Inc., d/b/a Chevy’s Fresh Mex, 11900 Metcalf.

  9. Approved an Agreement with Kevin Cowan Architects for Council Chamber and Conference Room No. 1 Improvements, and video/presentation enhancements.

  10. Approved a Bid Tabulation with Riggs Recreation Equipment, Inc., for Dugout Canopies and Player Benches for Community Park Ball Field Complex in the amount of $26,600.

  11. Approved Bid Tabulations in the total amount of $70,440.80 for the purchase of four Police Vehicles including Specification A: One Police Staff Vehicle from Bob Allen Ford, Inc., 9239 Metcalf Avenue in the amount of $20,388.80; Specification B: Two Unmarked Mid-Size Police Vehicles from Shawnee Mission Ford, 11501 Shawnee Mission Parkway in the amount of $31,166; and Specification C: One Police Full-size Cargo Van from Bob Allen Ford, Inc., 9239 Metcalf Avenue in the amount of $18,886.

  12. Approved a Street Grade Variance for Brookhighland Subdivision located at 146th Street west of Farley and 145th Terrace at Grant.

  13. Approved Change Order No. 3 from Phillips Excavating for additional work in the amount of $12,110.84 for the 2000 Fiber Optic Interconnect Conduit (95th Street, 135th Street, 151st Street and Metcalf).

  14. Approved Special Use Permit No. 2001-33 located at 11809 West 99th Street adding a stipulation that states all screening and landscaping be maintained by Southwestern Bell indefinitely. Ordinance No. Z-2922
