OP City Council Action Summary - Feb. 11, 2002

  1. Recognized members in the audience who represented the following groups: Rockhurst High School Government Class; Boy Scout Troop No. 201 from Hillcrest Church; Baker University’s Introduction into American Politics; and Leadership Overland Park.

  2. Held public hearing on 2003-2007 Capital Improvements Program.

Nonagenda item:

  1. Awarded tree debris removal contracts as recommended by staff to: Shawnee Mission Tree Service at $7.40/Cubic Yard for Area 1; C. S. Carey Inc., at $7.75/Cubic Yard for Area 2; awarded contract for storm debris grinding and removal to Ron Weers Construction at $9.60/Cubic Yard or total cost of $192,000; rejected all tree trimming and brush chip-ping bids and authorized staff to seek “time and materials” quotes for performance of this work.

  2. Approved the following consent agenda items:

    COMMUNITY DEVELOPMENT – Committee Items:

    1. Provide one-time assistance to Farmer’s Market Insurance Premium by paying one-half of the 2002 insurance premium, in an amount not to exceed $1,900 from the Contingency Fund;
    2. Expend $1,450 of Contingency Funds to provide an additional 3,000 copies of the Directory of Neighborhood Services in order to make the directory available to citizens not living in neighborhoods covered by the Neighborhood Conservation Program.

    PUBLIC SAFETY – Staff Item:

    1. Application for renewal of massage therapy business license for Therapeutic Massage Clinic, 9525 Mission Road.

    PUBLIC WORKS – Staff Item:

    1. Ordinance No. MTI-2347 – Providing for the public improvement of a main trafficway – Metcalf Avenue from 86th Street to the north end of Indian Creek Bridge.

    FINANCE, ADMINISTRATION AND ECONOMIC DEVELOPMENT – Staff Items:

    1. Council minutes – December 3, 2001;
    2. Confirmed investments totaling $8 million in US Agency Securities;
    3. Expenditure Ordinance No. 1C, outlining the expenditures from the Capital Projects Funds for January 17 through January 30, 2002;
    4. Capital Projects Expenditure Ordinance No. 2A, outlining the expendi-tures from the Capital Projects Funds for January 31 through February 6, 2002;
    5. Applications for renewal of cereal malt beverage licenses for: New China Buffet, Inc., d/b/a New China Buffet, Inc., 11560 W. 95th Street; and Wild Oats Markets, Inc., d/b/a Wild Oats Markets, Inc., 6621 W. 119th Street;
    6. Application for temporary permit to serve alcoholic liquor for American Heart Association for an event to be held March 10, 2002, from 1 p.m. until 7 p.m. at Ritz Charles, 9000 W. 137th Street.

  3. Delayed scheduling required public hearing until August 12, 2002, to allow the owner of the structure at 8536 Kessler, a reasonable time in which to abate the unsafe and dangerous condition.

  4. Accepted the low bid from Miles Excavating, for a total contract price of $1,262,980.20, for the Santa Fe Drive, 83rd Street to 87th Street project.

  5. Approved application for renewal of Class A Private Club License contingent on receiving state license for VFW Post #846, d/b/a Santa Fe Trail Post #846, 8804 Grant.
