OP City Council Action Summary - Jan. 7, 2002

  1. Approved Resolution No. 3257, authorizing presentation of a petition for annexation and report setting forth plans for extension of services to the Johnson County Board of County Commissioners.

  2. Presented a report from the Committee-of-the-Whole meeting, January 7, 2002, and approved the Committee-of –the-Whole’s recommendations for the recommended CIP with the addition of $3.7 million to the 2007 year for the Metcalf widening project, 99th Street to 103rd Street.

  3. Approved the following Consent Agenda Items:

    FINANCE, ADMINISTRATION AND ECONOMIC DEVELOPMENT - COMMITTEE CONSENT ITEMS:

    1. Contract with ASE Group, Inc./Access Kansas City to provide event planning services for the Overland Park Convention Center Grand Opening;
    2. Resolution No. 3254 – providing for a compensation program for employees of the City.

    STAFF CONSENT ITEMS:

    1. Council Minutes – November 5, November 12, and December 10, 2001;
    2. Confirmation of Investments in CDs in the total amount of $31,500,000;
    3. Expenditure Ordinance No. 12B – outlining the expenditures from the General Operating Fund for December 6 through December 19, 2001;
    4. Capital Projects Expenditure Ordinance No. 12C – outlining the expenditures from the Capital Projects Funds for December 13 through December 19, 2001;
    5. Capital Projects Expenditure Ordinance No. 12D – outlining the expenditures from the Capital Projects Funds for December 20 through December 27, 2001;

    1. Arboretum Master Plan – Arboretum Botanical Gardens revised Master Plan;

    PUBLIC SAFETY – STAFF CONSENT ITEMS:

    1. Applications for renewal of Massage Therapy Business Licenses: Beach Club Tanning Company, 8809 W. 95th Street and Body & Soul Connection, 10440 Marty.

    PUBLIC WORKS – COMMITTEE CONSENT ITEMS:

    1. Authorization to advance construction and request to waive consultant selection process with Larkin Group for construction of 86th Street from Robinson to Valley View;
    2. Traffic Signal Design and Construction for 132nd Street and Metcalf and redesignating escrow money;
    3. Storm Water Variance for the southeast corner of 138th Terrace and Pflumm (Forest Glen);
    4. Waiver of Bid Process for 3M to purchase components for updating OPTICOM;

    STAFF CONSENT ITEM:

    1. Resolution No. 3256 – directing the City Clerk to provide public notice of the public hearing to consider the proposed assessments on an Improvement District No. 00-182 created for the installation of a crushed rock shear key at the bank toe, installation of subsurface drains, excavation and removal of material from the stream channel and all incidental grading and construction to help stabilize the existing bank slope and minimize future bank erosion in order to help protect three properties located along the south and east banks of Indian Creek in the subdivision of Countryshire.

  4. Denied the establishment of a parking fee for the Overland Park Convention Center for a covered parking fee in the amount of $4.00 per day.

  5. Approved the Art Master Plan that will allow for exhibition of local art in the Convention Center.

  6. Approved Applications for renewal of Drinking Establishment Licenses contingent on receiving state licenses: Dos Reales, Inc., d/b/a Dos Reales – Authentic Mexican Restaurant, 8841 W. 75th Street; Mission Hospitality, Inc., d/b/a Holiday Inn, Mission, 7240 Shawnee Mission Parkway; and Ty’s International, Inc., d/b/a Sushi Gin, 9559 Nall.

  7. Approved bid tabulation with Computer Source, Inc. for Compaq/Veritas Tape Backup System (Hardware) in the amount of $76,422.

  8. Approved bid tabulation with Alexander Open Systems for Compaq/Veritas Tape Backup System (Software) in the amount of $21,103.25.

  9. Approved a contract with Tercon, Inc., for consulting services for a Leadership Development Program.

  10. Approved bid tabulation for 2002 Street Tree Trimming with Shawnee Mission Tree Service in the amount of $40.95 per tree, Area No. 1 and $35.65 per tree, Area No. 2.

  11. Approved the Storm Water Variance in the vicinity of the southwest corner of 133rd Street and Metcalf (Deer Creek) including stipulations a through g and amending stipulation a.

  12. Approved bid tabulation for 9941 Roe Bank Erosion Control Project with Wiedenmann and Godfrey Construction, Inc., in the amount of $72,000.

  13. Approved bid tabulation for One 4-Wheel Broom Type Sweeper with Burnup Equipment Co., Inc. with trade-in, in the amount of $117,500.

  14. Approved bid tabulation for Two 1-Ton, 2-Wheel Drive Truck and Dump Bed with Shawnee Mission Ford, Inc., in the amount of $65,938.

  15. Approved bid tabulation for One 1-Ton, 4-Wheel Drive Truck and Dump Bed with Shawnee Mission Ford, Inc., in the amount of $39,857.

  16. Approved bid tabulation for One 45-Foot Lift Truck with Altec Industries in the amount of $104,685.

  17. Approved bid tabulation for Two 2-Wheel Drive Truck and Sign Service Body with Shawnee Mission Ford, Inc., in the amount of $110,898.

  18. Approved bid tabulation for Two Salt/Sand Spreaders with National Truck Parts and Equipment in the amount of $12,736.

  19. Approved bid tabulation for three Public Works Vehicles with Mid-America Council of Public Purchasing (MACPP) in the total amount of $57,140.

  20. Approved an agreement with the City of Lenexa for the public improvement of 103rd Street from Quivira Road to Pflumm Road.

  21. Approved Residential Day Care Permit No. 2001-5 located at 13241 West 132nd Street.

  22. Approved the Final Development Plan for Extreme Ford, 7131 West 135th Street.

  23. Approved a motion to resend the Preliminary Plan for College Oaks, 11031 Cody Street back to the Planning Commission for further review upon the applicant’s request.

  24. Approved the Revised Preliminary Plan for Canterbury Preparatory School, 6820 West 121st Street.

  25. Approved Revised Preliminary Plan for Overland Trail Office Park in the vicinity of the northeast corner of 135th Street and Lamar Avenue.

  26. Approved Special Use Permit No. 2001-50 located at 7594 West 119th Street for a five-year period to allow an arcade and amusement center. Ordinance No. Z-2910.

  27. Approved Special Use Permit No. 2001-51 located at 10975 Metcalf Avenue for a one-year period to allow renewal of a dance club. Ordinance No. Z-2911.

  28. Approved Special Use Permit No. 2001-52 located at 6700 West 135th Street for a three-year period to allow a drinking establishment. Ordinance No. Z-2912.

  29. Approved Special Use Permit No. 2001-47 located at 7955 Frontage Road for a two-year period to allow a drinking establishment. Ordinance No. Z-2909.

  30. Approved the Settlement in the cases of Neighbors Investments, Inc., v. City of Overland Park, Kansas, Johnson County District Court Case Nos. 00V1751, 00CV1753 and 00CV1755, and David C. Neighbors et al. v. City of Overland Park, Kansas, Johnson County District Court Case Nos. 00CV 1752 and 00CV1756.
