Capital Improvements Program

The Capital Improvements Program (CIP) is a five-year plan to forecast future public improvements and facilities in the city and to provide information concerning infrastructure, facility and large equipment needs, costs, timing, funding sources and budget impacts and alternatives.

Preparation of the five-year CIP represents the first step in development of the annual operating budget and Five-Year Financial Plan.

Development of the CIP begins in the fall, two years prior to the CIP's first year (for instance, development for the 2010-2014 CIP began in the fall of 2008).

The CIP is adopted for budget planning purposes early the next year, revised and then adopted in its final form along with the operating budget in August. The budget and CIP are effective as of Jan. 1 the following year.
